When it's raining out, I like to put on a CD of silly kids songs or dancing songs for children. I give the children a large area to dance in and after a while I add items like scarves, ribbons, etc. They get the benefits of burning the same amount of energy they would outside and they can be creative and have fun. When they look like they are just about done dancing, I finish off with a game of musical chairs. They love it!
